In practice
A theme is different from a topic: "leaving home" is a topic, while "the relief and guilt of finally leaving home" is a theme, because it includes a specific angle or tension. Choosing a clear theme early gives a writer a filter for every later decision, since a verse, image, or even a rhyme can be tested against whether it serves the theme or wanders away from it.
Many beginning writers start with a strong feeling but no clear theme, which can produce a lyric full of good lines that don't add up to one song. Writing a one-sentence theme statement before drafting—something like "this song is about..."—is a common way to keep later edits focused.
Example
Before writing any lyrics, a songwriter jots down a theme statement: 'this song is about choosing to stay somewhere ordinary instead of chasing something bigger.' Every image that doesn't support that specific choice gets cut in the next draft, even a few lines she personally liked.
